Mr. Krauthammer, did the Nobel Commitee in Oslo honor or doom the Obama presidency by awarding him the Peace Prize?

Charles Krauthammer: It is so comical. Absurd. Any prize that goes to Kellogg and Briand, Le Duc Tho and Arafat, and Rigoberta Menchú, and ends up with Obama, tells you all you need to know. For Obama it's not very good because it reaffirms the stereotypes about him as the empty celebrity.

Why does it?

He is a man of perpetual promise. There used to be a cruel joke that said Brazil is the country of the future, and always will be; Obama is the Brazil of today's politicians. He has obviously achieved nothing. And in the American context, to be the hero of five Norwegian leftists, is not exactly politically positive.

It hardly makes sense to blame him for losing the Olympic bid in one week, and then for winning the Nobel Prize the next.

He should have simply said: "This is very nice, I appreciate the gesture, but I haven't achieved what I want to achieve." But he is not the kind of man that does that.

Should he have turned down the prize?

He would never turn that down. The presidency is all about him. Just think about the speech he gave in Berlin. There is something so preposterous about a presidential candidate speaking in Berlin. And it was replete with all these universalist clichés, which is basically what he's been giving us for nine months.

Why do Europeans react so positively to him?

Because Europe, for very understandable reasons, has been chafing for 60 years under the protection, but also the subtle or not so subtle domination of America. Europeans like to see the big guy cut down to size, it's a natural reaction. You know, Europe ran the world for 400 or 500 years until the civilizational suicide of the two World Wars. And then America emerged as the world hegemon, with no competition and unchallenged. The irony is America is the only hegemonic power that never sought hegemony, unlike, for example, Napoleonic France. Americans are not intrinsically imperial, but we ended up dominant by default: Europe disappeared after the Second World War, the Soviet Union disappeared in 1991, so here we are. Of course Europeans like to see the hegemon diminished, and Obama is the perfect man to do that.

Maybe Europeans want to just see a different America, one they can admire again.

Admire? Look at Obama's speech at the U.N. General Assembly: "No one nation can or should try to dominate another nation." Take the first half of that sentence: No nation can dominate another. There is no 8-year-old who would say that -- it's so absurd. And the second half? That is adolescent utopianism. Obama talks in platitudes, but offers a vision to the world of America diminished or constrained, and willing to share leadership in a way that no other presidency and no other great power would. Could you imagine if the Russians were hegemonic, or the Chinese, or the Germans -- that they would speak like this?

Is America's power not already diminished?

Relative to what?

To emerging powers.

The Chinese are rising, the Indians have a very long way to go. But I'm old enough to remember the late 1980s, "The Rise and Fall of the Great Powers" by Paul Kennedy and the prevailing view that America was in decline and Japan was the rising power. The fashion now is that the Chinese will overtake the United States. As with the great Japan panic, there are all kinds of reasons why that will not happen.

Look, eventually American hegemony will fade. In time, yes. But now? Economically we now have serious problems, creating huge amounts of debt that we cannot afford and that could bring down the dollar and even cause hyperinflation. But nothing is inevitable. If we make the right choices, if we keep our economic house in order, we can avert an economic collapse. We can choose to decline or to stay strong.

Do you really believe that Obama deliberately wants to weaken the U.S.?

The liberal vision of America is that it should be less arrogant, less unilateral, more internationalist. In Obama's view, America would subsume itself under a fuzzy internationalism in which the international community, which I think is a fiction, governs itself through the U.N.

A nightmare?

Worse than that: an absurdity. I can't even imagine serious people would believe it, but I think Obama does. There is a way America will decline -- if we choose first to wreck our economy and then to constrain our freedom of action through subordinating ourselves to international institutions which are 90 percent worthless and 10 percent harmful.

And there is not even 1 percent that is constructive?

No. The U.N. is worse than disaster. The U.N. creates conflicts. Look at the disgraceful U.N. Human Rights Council: It transmits norms which are harmful, anti-liberty and anti-Semitic among other things. The world would be better off in its absence.

And Obama is, in your eyes …

He's becoming ordinary. In the course of his presidency, Obama has gone from an almost magical charismatic figure to an ordinary politician. Ordinary. Average. His approval ratings are roughly equal to what the last five presidents' were at the same time in their first term. Other people have already said he's done and finished because his healthcare plans ran into trouble; but I say they're wrong. He's going to come back, he will pass something on healthcare, there's no question. He will have a blip, be somewhat rehabilitated politically, but he won't be able to pass anything on climate change. He will not be the great transformer he imagines himself to be. A president like others -- with successes and failures.

Every incoming president to the White House has to confront reality and disappoint voters.

True. But what made Obama unique was that he was the ultimate charismatic politician -- the most unknown stranger ever to achieve the presidency in the United States. No one knew who he was, he came out of nowhere, he had this incredible persona that floated him above the fray, destroyed Hillary, took over the Democratic Party and became president. This is truly unprecedented: a young unknown with no history, no paper trail, no well-known associates, self-created.

There was tremendous goodwill, even I was thrilled on Election Day, even though I had voted against him and argued against him.

What moved you that day?

It's redemptive for a country that began in the sin of slavery to see the day, I didn't think I would live to see the day, when a black president would be elected.

Now he was not my candidate. I would have preferred the first black president to have been somebody ideologically congenial to me, say, Colin Powell (whom I encouraged to run in 2000) or Condoleezza Rice. But I felt truly proud to be an American as I saw him sworn in. I remain proud of this historic achievement.

What major mistakes has Obama made?

I don't know whether I should call it a mistake, but it turns out he is a left-liberal, not center-right the way Bill Clinton was. The analogy I give is that in America we play the game between the 40-yard lines, in Europe you go all the way from goal line to goal line. You have communist parties, you have fascist parties, we don't have that, we have very centrist parties.

So Obama wants to push us to the 30-yard line, which for America is pretty far. Right after he was elected, he gave an address to Congress and promised to basically remake the basic pillars of American society -- education , energy and healthcare. All this would move America toward a social democratic European-style state. It is outside of the norm of America.

Yet, he had promised these reforms during the campaign.

Hardly. He's now pushing a cap-and-trade energy reform. During the campaign he said that would cause skyrocketing utility rates. On healthcare, the reason he's had such resistance is because he promised reform, not a radical remaking of the whole system.

So he didn't see the massive resistance coming?

Obama misread his mandate. He was elected six weeks after a financial collapse unlike any seen in 60 years; after eight years of a presidency which had tired the country; in the middle of two wars that made the country opposed to the Republican government that involved us in the wars; and against a completely inept opponent, John McCain. Nevertheless, Obama still only won by 7 points. But he thought it was a great sweeping mandate and he could implement his social democratic agenda.

Part of the problem when it comes to healthcare is the lack of solidarity in the American way of thinking. Can a president change a country?

Yes. Franklin D. Roosevelt did it. Back then, we didn't have a welfare state, we didn't have old-age pensions, we didn't have unemployment insurance. This country was the Wild West until FDR. Yes, you can change the spirit of America.

If Obama is so radical, why is the left wing of the Democratic Party so unhappy with him?

They are disillusioned because he has ignored some of their social agenda, such as gay rights; continued some of the Bush policies he had once denounced, such as the detention without trial for terrorists; and on his large agenda for education and energy, where he has had no success.

How could Obama still win Republican support for healthcare reform?

He should finally realize that we need to reform our insane malpractice system. The U.S. is spending between $60 billion  and $200 billion a year on protection against lawsuits. I used to be a doctor, I know how much is wasted on defensive medicine. Everybody I practiced with spends hours and enormous amounts of money on wasted tests, diagnostic and procedures -- all to avoid lawsuits. The Democrats will not touch it. When Howard Dean was asked why, he said honestly and explicitly that Democrats don't want to antagonize the trial lawyers who donate huge amounts of money to the Democrats.

What would be your solution?

I would make Americans pay half a percent tax on their health insurance and create a pool to socialize the cost of medical errors. That would save hundreds of billions of dollars that could be used to insure the uninsured. And second, I would abolish the absurd prohibition against buying health insurance in another state -- that reduces competition and keeps health insurance rates artificially high.

But you also need to cut back on healthcare expenses.

It is absolutely crazy that in America employees receive health insurance from their employers -- and at the same time a tax break for this from the federal government. It's a $250 billion a year loophole in the government's budget. If you taxed healthcare benefits, you would have enough revenue for the government to give back to the individual to purchase their own insurance. If you did those two reforms alone, you would have the basis for affordable health insurance in America.

What the Democrats seem to be aiming for, however, is something somewhat different: the government gets control of the healthcare system by proxy; you heavily regulate the insurance companies, you subsidize the uninsured. That kind of reform would also work, but less efficiently -- and because of its unsustainable costs, we would, in the end, have to go to a system of rationing, the way the British do, the way the Canadians do, there is no other way. Obama can't say any of that, the word rationing is too unpopular.

Mr. Krauthammer, can a Nobel Peace Prize winner send more troops to Afghanistan?

Sure, I don't see why not. The prize could have two contrary effects. It could give him an incentive to send more troops to show his own people that he is not an instrument of five Norwegian leftists. Or it can work the other way where in order not to lose the popularity he obviously feels from Europe, he would be less inclined. I think whatever impulses come out of those considerations neutralize each other. The prize will have zero effect on his decision.

Part 2: "What the Obama administration pretends is realism is naïve nonsense"

You have called him a "young Hamlet" over his hesitation about making a decision on Afghanistan. However, he's just carefully considering the options after Bush shot so often from the hip.

No. The strategy he's revising is not the Bush strategy, it's the Obama strategy. On March 27, he stood there with a background of flags, Secretary of State Hillary Clinton on one side and Secretary of Defense Robert Gates on the other, and said: "Today, I'm announcing a comprehensive, new strategy for Afghanistan and Pakistan." So don't tell me this is revising eight years of Bush, he's not. For all these weeks and months he's been revising his own strategy, and that's OK, you're allowed to do that. But if you're president and you're commander in chief, and your guys are getting shot and killed in the field, and you think "maybe the strategy I myself announced with great fanfare six months ago needs to be revised," do it in quiet. Don't show the world that you're utterly at sea and have no idea what to do! Your European allies already are skittish and reluctant, and wondering whether they ought to go ahead. It's your own strategy, if it's not working, then you revise it and fix it. You just don't demoralize your allies.

Is Afghanistan still a war of necessity, still a strategic interest?

The phrase "war of necessity and war of choice" is a phrase that came out of a different context. Milan Kundera once wrote, "a small country is a country that can disappear and knows it." He was thinking of prewar Czechoslovakia. Israel is a country that can disappear and knows it. America, Germany, France, Britain are not countries that can disappear. They can be defeated but they cannot disappear. For the great powers, and especially for the world superpower, very few wars are wars of necessity. In theory, America could adopt a foreign policy of isolationism and survive. We could fight nowhere, withdraw from everywhere -- South Korea, Germany, Japan, NATO, the United Nations -- if we so chose. From that perspective, every war since World War II has been a war of choice.

So using those categories -- wars of necessity, wars of choice -- is unhelpful in thinking through contemporary American intervention. In Afghanistan the question is: Do the dangers of leaving exceed the dangers of staying.

Gen. Stanley McCrystal is asking for more troops. Is that really the right strategy?

Gen. Stanley McCrystal is the world expert on counterterrorism. For five years he ran the most successful counterterrorism operation probably in the history of the world: His guys went after the bad guys in Iraq, they ran special ops, they used the Predators and they killed thousands of jihadists that we don't even know about, it was all under the radar. And now this same general tells Obama that the counterterrorism strategy in Afghanistan will fail, you have to do counterinsurgency, population protection. That would seem an extremely persuasive case that counterterrorism would not work.

You famously coined the term "Reagan Doctrine" to describe Ronald Reagan's foreign policy. What is the "Obama Doctrine"?

I would say his vision of the world appears to me to be so naive that I am not even sure he's able to develop a doctrine. He has a view of the world as regulated by self-enforcing international norms, where the peace is kept by some kind of vague international consensus, something called the international community, which to me is a fiction, acting through obviously inadequate and worthless international agencies. I wouldn't elevate that kind of thinking to a doctrine because I have too much respect for the word "doctrine."

Are you saying that diplomacy always fails?

No, foolishness does. Perhaps when he gets nowhere on Iran, nowhere with North Korea, when he gets nothing from the Russians in return for what he did to the Poles and the Czechs, gets nowhere in the Middle East peace talks -- maybe at that point he'll begin to rethink whether the world really runs by international norms, consensus, and sweetness and light, or whether it rests on the foundation of American and Western power that, in the final analysis, guarantees peace.

That is the cynical approach.

The realist approach. Henry Kissinger once said that peace can be achieved only one of two ways: hegemony or balance of power. Now that is real realism. What the Obama administration pretends is realism is naive nonsense.

How do you solve problems like climate change if international institutions are failing?

It's not the institution that does it, it's the confluence of interests. Where there is a confluence of interests among nations, as, for example, the swine flu or polio, you can get well-functioning international institutions like the World Health Organization. And you can act. Climate change is different, because the science remains hypothetical and the potential costs staggering.

You think it's a speculative theory?

My own view is that there is man-made warming. On several occasions I have written that I don't think you can pump carbon dioxide into the atmosphere indefinitely and not have a reaction. But there are great scientists such as Freeman Dyson, one of the greatest physicists of the last hundred years, who has studied the question, who believes quite the opposite. The reason transnational action is so difficult is because the major problem with climate change is, A) that there is no consensus, and, B) that the economic cost is simply staggering. Reversing it completely might mean undoing the modern industrial economy.

I'm not against international institutions that would try to tackle it. But the way to go, at least in the short run, is to go to nuclear power. It's amazing to me that people who are so alarmed about global warming are so reluctant to adopt the obvious short-term solution -- the bridge until the day when we have affordable renewable energy -- of nuclear power. It seems to me intellectually dishonest. Nuclear is obviously not the final answer because it produces its own waste -- but you have a choice. There's no free lunch. If you want an industrial economy, you need energy. If you want energy, it will produce pollution. You can have it in two forms. You can have it dissipated in the atmosphere -- like carbon dioxide -- which then you cannot recover, or you can have the waste concentrated in one small space like nuclear. That is far easier to deal with. The idea that you can be able to create renewable energy at a price anywhere near the current price for oil or gas or coal is a fantasy.

Do you basically think Obama is going to be a one-term president?

No, I think he has a very good chance of being reelected. For two reasons. First, there's no real candidate on the other side, and you can't beat something with nothing. Secondly, it'll depend on the economy -- and just from American history, in the normal economic cycles, presidents who have their recessions at the beginning of their first term get reelected (Reagan, Clinton, the second Bush), and presidents who have them at the end of their first term don't (Carter, the first Bush). Obama will lose a lot of seats in next year's congressional election, but the economy should be on the upswing in 2012.

Is the conservative movement in the United States in decline?

When George W. Bush won in 2004, there was lots of stuff written about the end of liberalism and the death of the Democratic Party. Look where we are now.

A Democrat is back in the White House, the party also controls Congress.

Exactly. We see the usual overreading of history whenever one side loses. Look, there are cycles in American politics. U.S. cycles are even more pronounced because we Americans have a totally entrepreneurial residential system. We don't have parliamentary opposition parties with a shadow prime minister and shadow cabinets. Every four years, the opposition reinvents itself. We have no idea who will be the Republican nominee in 2012. The party structures are very fluid. We have a history of political parties being thrown out of the White House after two terms -- as has happened every single time with only one exception (Ronald Reagan) since World War II. The idea that one party is done in the U.S. is silly. The Republicans got killed in 2006 and 2008, but they will be back.

The party lacks a strong, intelligent leader.

Yes. And if the Republicans don't have one by 2012, they'll lose and they'll have to wait till 2016. It could take eight years to develop. You know, people say -- the White House was pushing this idea -- that the radio talk show host Rush Limbaugh is the leader of the opposition because there's no other leader. Well, ask yourself, in 2001 and 2002 and 2003, who was the leader of the Democratic Party? There was none. We don't have a parliamentary system in which opposition leaders are designated.

Some people say you're that leader.

I'm just getting to an age where a lot of my contemporaries are retiring or dying. So I'm on default a voice of authority. I don't attribute very much to that. 

Who will be the next leader of the Republican Party?

Some presidential candidates from last year will return in 2012. Sarah Palin is not a serious contender, but somebody like Mitt Romney will be. He is a serious guy, he understands the economy. There will also be some young people many haven't yet heard about, such as Rep. Paul Ryan or Gov. Tim Pawlenty. Or outsiders like the mastermind behind the surge in Iraq, Gen. David Petraeus, who might retire from the military and run for president on the Republican ticket.

Many people, however, currently think the Republicans are the party of "no."

That perception is a serious problem for them.

At the end of Bush's second term, he granted you a long interview. Afterward, you wrote that history would judge Bush kindly. Why?

Basically I think Bush will have the same historical rehabilitation that Harry Truman did.

And why is that?

Truman left in the middle of an unpopular war, to use your phrase, a war of choice. Truman didn't have to go into South Korea. And he was reviled and ridiculed for the stalemate that resulted. Now, he's seen as one of the great presidents of the 20th century.

I think Bush actually handled the Iraq war better than Truman handled the Korean War. For one thing, the number of losses is about one-tenth. Secondly, he made the right decision with the surge. Thirdly, if Iraq turns out well, meaning becomes a country fairly self-sufficient and fairly friendly to the West, it will have a more important effect on the West than having a non-communist South Korea. The Middle East is strategically a far more important region.

Bush's worst mistake was the conduct of the Iraq war in the middle years -- 2004-2006 -- and the attempt to win on the cheap, with a light footprint.

On the other hand, I think he did exactly the right thing after 9/11. Look at the Patriot Act, which revolutionized how we deal with domestic terrorism, passed within six weeks of 9/11 in the fury of the moment. Testimony to how well Bush got it right is that Democrats, who now control Congress and had been highly critical of it, are now after eight years reauthorizing it with almost no significant changes.

Afghanistan is more problematic. Our success in overthrowing the Taliban in 100 days was remarkable. It's one of the great military achievements of all time. On the other hand, holding Afghanistan is a lot harder than taking it, and to this day we are not sure how to do it. But the initial success in 2001-2002 did decimate and scatter al-Qaida. It is no accident that we have not suffered a second attack -- something no one who lived in Washington on Sept. 11 thought possible.

I'm sure he will be rehabilitated in the long term.

Clare Booth Luce once said that every president is remembered for one thing, and that's what Bush will be remembered for. He kept us safe.

Is it too early to foresee what Obama will be remembered for?

It is quite early. It could be his election.

Matt Taibbi goes Obama scalp hunting

The master ranter takes a break from the Goldman warpath to blast away at the president's "big sellout"

Matt Taibbi's latest screed, "Obama's Big Sellout," will undoubtedly be a big hit on the Web with the swelling legions of critics who believe the president is actively engaged in selling out the working man for Wall Street plutocrats. But baked into the narrative are enough misrepresentations -- all designed to make Obama look as bad as possible -- that it's hard to take it seriously as a useful contribution to the ongoing discussion about how properly to fix the U.S. economy. It's the classic Taibbi approach: vastly and sloppily overstate the case in absurd, over-the-top rhetoric while ignoring any possible counterargument.

Let's start with a minor nit, Taibbi's treatment of Austan Goolsbee, the University of Chicago economist who was one of Obama's chief economic advisors during the campaign. Taibbi describes Goolsbee as a "populist" who was exiled to "Siberia" after the election. Meanwhile, Taibbi also criticizes Obama for retreating from his campaign promises to renegotiate NAFTA. Left out of the story is that Goolsbee achieved notoriety during the campaign precisely because he told Canadian government officials not to fuss about Obama's NAFTA promises -- dismissing them as just rhetoric. That's hardly the stuff of populism. It also might have been fun to ask Goolsbee what he thinks of Taibbi's overall thesis, since he's been one of the toughest and most eloquent defenders of Obama's overall strategy to date.

Next up, a much more serious point. Taibbi writes: "Neil Barofsky, the inspector general charged with overseeing TARP, estimates that the total cost of the Wall Street bailouts could eventually reach $23.7 trillion." Here, Taibbi is doing the likes of Sean Hannity and Lou Dobbs, who both went nuts over this number, completely proud. The fact is, the $23.7 trillion number is ridiculous. Not only did Barofsky himself note that it was overblown, but it also included the total potential cost of government programs that never even got started or have already been canceled. Furthermore it assumes a financial cataclysm that would make the Great Depression look like a kindergarten water fight. Let's outsource to the New York Times' Floyd Norris:

[The number] assumes that every home mortgage backed by Fannie Mae or Freddie Mac goes into default, and all the homes turn out to be worthless. It assumes that every bank in America fails, with not a single asset worth even a penny. And it assumes that all of the assets held by money market mutual funds, including Treasury bills, turn out to be worthless.

It would also require the Treasury itself to default on securities purchased by the Federal Reserve system.

A responsible writer might also at least nod to the fact that a hefty percentage of TARP outlays have been or will be repaid to the tune of hundreds of billions of dollars, which chisels away at some of the meaning of the word "giveaway," but that's not Taibbi's style.

Taibbi also ridicules a major early address by Obama on the economy, picking on one sentence: "Credit is the lifeblood of the economy," he declared, pledging "the full force of the federal government to ensure that the major banks that Americans depend on have enough confidence and enough money." To Taibbi, this means that Obama was simply going to encourage Americans to start binge borrowing again, and maintain the Bush status quo "of keeping a few megafirms rich at the expense of everyone else.

This passage betrays an amazing failure to recall exactly what was happening to the U.S. economy in the months after the presidential election, and during the first quarter of 2009. The economy was in utter freefall, in large part because everyone, from the biggest banks to the the lowliest consumer, was afraid to borrow or spend. Corporations that depended on short-term loans from banks to fund daily expenses were suddenly getting shut out, forcing a chain reaction of layoffs and liquidity squeezes that threatened to drag the entire economy even further down a disastrous spiral. The great achievement of the Obama presidency in those first few months was to effectively stabilize that situation, unlock the credit crunch, and halt one of the great financial panics of our time. As Obama noted himself last week, using taxpayer money to bail out the banks was incredibly unpopular and "galling." But we'd all be a lot angrier and unhappier now, and unemployment would be a lot higher, if we'd stepped back and allowed Citigroup or Bank of America to fail.

Then there's just silly stuff, like describing Alan Greenspan as "a staggeringly incompetent economic forecaster who was worshipped by four decades of politicians because he once dated Barbara Walters." Staggeringly incompetent he may well be, but is the latter half of that description even funny?

Naturally, there is a lot of meat to Taibbi's larger themes, such as the overrepresentation of Wall Street in Obama economic policy making -- though strangely, Taibbi never even mentions Christina Romer, one of the top three Obama economic policy advisors, albeit the one who just happens to be the least connected to the financial industry. It's also absolutely worth harping on the spectacle of how efforts at financial reform have been undermined over the course of the year, although from my vantage point, the administration has proposed plenty of good things that have then crashed against the rocks of congressional resistance and maneuvering.

But the co-optation of regulatory reform by Wall Street is an important story, and one that needs to be pressed at every point. It would be nice though, if the left could pursue that story without flaunting the same cavalier attitude toward the complexity of the economic challenges faced by the current administration that we are already so familiar with from the right.

The strange consensus on Obama's Nobel address

Reactions to Obama's Nobel speech yesterday were remarkably consistent across the political spectrum, and there were two points on which virtually everyone seemed to agree:   (1) it was the most explicitly pro-war speech ever delivered by anyone while accepting the Nobel Peace Prize; and (2) it was the most comprehensive expression of Obama's foreign policy principles since he became President.  I don't think he can be blamed for the first fact; when the Nobel Committee chose him despite his waging two wars and escalating one, it essentially forced on him the bizarre circumstance of using his acceptance speech to defend the wars he's fighting.  What else could he do?  Ignore the wars?  Repent?

I'm more interested in the fact that the set of principles Obama articulated yesterday was such a clear and comprehensive expression of his foreign policy that it's now being referred to as the "Obama Doctrine."  About that matter, there are two arguably confounding facts to note:  (1) the vast majority of leading conservatives -- from Karl Rove and Newt Gingrich to Peggy Noonan, Sarah Palin, various Kagans and other assorted neocons -- have heaped enthusiastic praise on what Obama said yesterday, i.e., on the Obama Doctrine; and (2) numerous liberals have done exactly the same.  That convergence gives rise to a couple of questions:  

Why are the Bush-following conservatives who ran the country for the last eight years and whose foreign policy ideas are supposedly so discredited  -- including some of the nation's hardest-core neocons -- finding so much to cheer in the so-called Obama Doctrine?  

How could liberals and conservatives -- who have long claimed to possess such vehemently divergent and irreconcilable worldviews on foreign policy -- both simultaneously adore the same comprehensive expression of foreign policy?

Let's dispense first with several legitimate caveats.  Like all good politicians, Obama is adept at paying homage to multiple, inconsistent views at once, enabling everyone to hear whatever they want in what he says while blissfully ignoring the rest.  Additionally, conservatives have an interest in claiming that Obama has embraced Bush/Cheney policies even when he hasn't, because it allows them to claim vindication ("see, now that Obama gets secret briefings, he realizes we were right all along").  Moreover, there are foreign policies Obama has pursued that are genuinely disliked by neocons -- from negotiating with Iran to applying some mild pressure on Israel to the use of more conciliatory and humble rhetoric.  And one of the most radical and controversial aspects of the Bush presidency -- the attack on Iraq -- was not defended by Obama, nor was the underlying principle that produced it ("preventive" war).

But all that said, it's easy to understand why even intellectually honest conservatives -- including neocons -- found so much to like in "the Obama Doctrine," at least as it found expression yesterday.  With the one caveat that Obama omitted a defense of the Iraq War, the generally Obama-supportive Kevin Drum put it this way:

I really don't think neocons have much to complain about even if Obama didn't use the opportunity to announce construction of a new generation of nuclear missiles or something. Given that he was, after all, accepting a peace prize, it was a surprisingly robust defense of war and America's military role in the world. Surprisingly Bushian, really . . .

Indeed, Obama insisted upon what he called the "right" to wage wars "unilaterally"; articulated a wide array of circumstances in which war is supposedly "just" far beyond being attacked or facing imminent attack by another country; explicitly rejected the non-violence espoused by King and Gandhi as too narrow and insufficiently pragmatic for a Commander-in-Chief like Obama to embrace; endowed us with the mission to use war as a means of combating "evil"; and hailed the U.S. for underwriting global security for the last six decades (without mentioning how our heroic efforts affected, say, the people of Vietnam, or Iraq, or Central America, or Gaza, and so many other places where "security" is not exactly what our wars "underwrote").  So it's not difficult to see why Rovian conservatives are embracing his speech; so much of it was devoted to an affirmation of their core beliefs.

The more difficult question to answer is why -- given what Drum described -- so many liberals found the speech so inspiring and agreeable?  Is that what liberals were hoping for when they elected Obama:  someone who would march right into Oslo and proudly announce to the world that we have a unilateral right to wage war when we want and to sing the virtues of war as a key instrument for peace?  As Tom Friedman put it on CNN yesterday: "He got into their faces . . . I'm for getting into the Europeans' face."  Is that what we needed more of?

Yesterday's speech and the odd, extremely bipartisan reaction to it underscored one of the real dangers of the Obama presidency:  taking what had been ideas previously discredited as Republican or right-wing dogma and transforming them into bipartisan consensus.  It's not just Republicans but Democrats that are now vested in -- and eager to justify -- the virtues of war, claims of Grave Danger posed by Islamic radicals and the need to use massive military force to combat them, indefinite detention, military commissions, extreme secrecy, full-scale immunity for government lawbreaking, and so many other doctrines once purportedly despised by Democrats but now defended by them because their leader has embraced them.  

That's exactly the process that led former Bush DOJ official Jack Goldsmith to giddily explain that Obama has actually done more to legitimize Bush/Cheney "counter-terrorism" policies than Bush and Cheney themselves -- because he made them bipartisan -- and Yale Law Professor Jack Balkin made the same point to The New York Times' Charlie Savage back in July:

In any case, Jack Balkin, a Yale Law School professor, said Mr. Obama’s ratification of the basic outlines of the surveillance and detention policies he inherited would reverberate for generations. By bestowing bipartisan acceptance on them, Mr. Balkin said, Mr. Obama is consolidating them as entrenched features of government.

"What we are watching," Mr. Balkin said, "is a liberal, centrist, Democratic version of the construction of these same governing practices."

Most of the neocons celebrating Obama's speech yesterday made exactly that point in one way or another:  if even this Democratic President, beloved by liberals, announces to the world that we have the unilateral right to wage war and that doing so creates Peace and crushes Evil, and does so at a Nobel Peace Prize ceremony of all places, doesn't that end the argument for good?

Much of the liberal praise for Obama's speech yesterday focused on how eloquent, sophisticated, nuanced, complex, philosophical, contemplative and intellectual it was.  And, looked at a certain way, it was all of those things -- like so many Obama speeches are.  After eight years of enduring a President who spoke in simplistic Manichean imperatives and bullying decrees, many liberals are understandably joyous over having a President who uses their language and the rhetorical approach that resonates with them.

But that's the real danger.  Obama puts a pretty, intellectual, liberal face on some ugly and decidedly illiberal polices.  Just as George Bush's Christian-based moralizing let conservatives feel good about America regardless of what it does, Obama's complex and elegiac rhetoric lets many liberals do the same.  To red state Republicans, war and its accompanying instruments (secrecy, executive power, indefinite detention) felt so good and right when justified by swaggering, unapologetic toughness and divinely-mandated purpose; to blue state Democrats, all of that feels just as good when justified by academic meditations on "just war" doctrine and when accompanied by poetic expressions of sorrow and reluctance.  When you combine the two rhetorical approaches, what you get is what you saw yesterday:  a bipartisan embrace of the same policies and ideologies among people with supposedly irreconcilable views of the world.

 

UPDATE:  Obviously quite related to all of this, if I had to recommend one article for everyone to read this month, it would be Matt Taibbi's new, masterful account in Rolling Stone of how the Obama administration has aggressively ensured the ongoing domination of our government by Wall Street.   I don't want to excerpt any of it because I want to encourage everyone to read it in its entirety; suffice to say, it makes many of the same arguments as those made here in the context of Obama's decisions in the financial and economic realms (though several people, such as Tim Fernholz and Salon's Andrew Leonard, have voiced what appear to be serious objections to some of Taibbi's claims; hopefully, he'll respond).

 

UPDATE II:  One of the most recurring features of the Bush-follower mindset was the claim that the President's supreme duty -- one which the Constitution requires him to swear to -- is to "protect the country," a rhetorical sleight-of-hand suggesting that the Constitution somehow venerates national security above other values.  As 23skiddo points out, Obama featured this exact claim in an even more misleading form yesterday when -- in explaining why King and Gandhi were too restrictive for him -- he described himself "as a head of state sworn to protect and defend my nation."

But as this Constitutional scholar surely knows, that is not what he swore to protect and defend when he took his oath of office.  Article II of the Constitution actually requires that he swear or affirm that he "will to the best of [his] Ability, preserve, protect and defend the Constitution of the United States.''  That's a critical difference, now almost always overlooked/ignored/distorted, as it was yesterday.

 

UPDATE III:  Andrew Sullivan praises Obama's speech and Obama himself as a shining example of Niebuhrian complexity.  Again, I think the speech, like Obama himself, was intellectually skillful -- even more so politically -- though, personally, I think Chris Hayes is much closer when he says the speech was Obama's typical "wearying," too-clever "on the one hand on the other, I reject false choices, needle-threading 'pragmatism,'" which Hayes said worked well for Obama's campaign speech on race (I agreed) but does not work in matters of war and peace or for much else with Obama any longer.

In a separate post, Sullivan -- referencing what I wrote here -- says that "Obama's foreign policy positions should have been clear to anyone playing attention during the campaign."  I agree.  The moment when I was convinced Obama would win the election was when, during the second presidential debate, McCain virtually accused him of being a warmonger -- or at least reckless -- for advocating further strikes on Pakistan.  That Obama was defending himself from charges of being too eager to threaten military force -- voiced by McCain of all people -- was a shrewd political move.  I don't find anything about Obama's foreign policy positions surprising; as opposed to his civil liberties positions, which he has routinely violated, he outlined these broad foreign policy sketches during the campaign (though added much more detail, and I'd suggest much more receptiveness to war generally, during yesterday's speech).  I don't agree at all with the criticism that his escalation in Afghanistan (as opposed to his civil liberties positions) is a "betrayal."  This is who Obama is and that has been clear for quite awhile.

Still, the question remains:  why did so many Bush-loving neocons and progressives alike react the same way to Obama's comprehensive foreign policy speech yesterday?  What could explain that?  Does Sullivan have an answer?

So far, reaction to the speech that President Obama gave in accepting his Nobel Peace Prize has been pretty muted. (Maybe he actually did succeed in tying together all those disparate themes he needed to include?)

There were some interesting responses, though, especially two that came from people who normally find reason to criticize most things that Obama does or says: Sarah Palin and Newt Gingrich.

"I liked what he said," Palin said in an interview with USA Today. "I talked too in my book about the fallen nature of man and why war is necessary at times."

As for Gingrich, he said, in an interview with NPR show The Takeaway, "I thought the speech was actually very good. He clearly understood that he had been given the prize prematurely, but he used it as an occasion to remind people, first of all, as he said: that there is evil in the world."

The world has noted the irony that President Barack Obama is delivering his acceptance speech for the Nobel Peace Prize after launching an escalation of the Afghanistan war. Of course, the critique is a little misplaced, since the prize is for a specific policy success, not for being a pacifist.

Still, Obama was clearly given the prize to encourage him in the direction of peace. It is the tragedy of the sole superpower that it is unconstrained by peers and so can launch wars of choice and shatter international law at will. It can be counseled but not blocked. He was awarded this honor as a counsel.

So here are the things Obama can do to redeem his prize.

1. Get out of Iraq on schedule. We can't stop their low-intensity conflicts, and they are more likely to compromise with each other if we are not there.

2. Resist calls for Iran to be bombed. Such a raid would guarantee that Iran would start a crash program to develop a nuclear weapon, and there would be no way to stop it short of full-scale war.

3. Stop allowing the CIA to operate drones with which to assassinate people. It is illegal and shameful. The U.S. military must be in charge of defending the country by force or we are a police state.

4. Get the Palestinians a state by the end of 2011, even if by unilateral recognition. Palestinian statelessness is the biggest human rights scandal in the world, since citizenship is the right to have rights. This step alone would solve the bulk of U.S. problems in the Arab world and would deal a deadlier blow to al-Qaida than capturing Osama bin Laden.

5. Stick to the plan of beginning a U.S. troop withdrawal from Afghanistan in summer 2011. Karzai and the generals will attempt to embroil us in a decades-long quagmire. No one will remember his Nobel Peace Prize if President Obama lets that happen.

President Obama faced a difficult task as he accepted his Nobel Peace Prize Thursday. He did have to actually accept the award, but at the same time he needed to acknowledge that only a minority of his own people -- about 25 percent, according to one poll -- think he deserves it. Even more important, he had to acknowledge and somehow defend the fact that he's the commander-in-chief of a country currently engaged in two wars, one of which he just decided to escalate.

A lesser speaker, or someone without the quality speechwriting team Obama has assembled, could never have pulled all of this at once. And the president will certainly get criticism from both left and right for having even tried it.

Still, somehow Obama accomplished what he set out to do.

"Compared to some of the giants of history who have received this prize -- Schweitzer and King; Marshall and Mandela -- my accomplishments are slight," Obama said at the beginning of his address.

"And then there are the men and women around the world who have been jailed and beaten in the pursuit of justice; those who toil in humanitarian organizations to relieve suffering; the unrecognized millions whose quiet acts of courage and compassion inspire even the most hardened of cynics. I cannot argue with those who find these men and women -- some known, some obscure to all but those they help -- to be far more deserving of this honor than I." (These quotes are all taken from the address as prepared for delivery.)

From there, Obama went on through just war theory and the development of international organizations like the United Nations after World War II, organizations intended to prevent future wars.

"A decade into a new century, this old architecture is buckling under the weight of new threats. The world may no longer shudder at the prospect of war between two nuclear superpowers, but proliferation may increase the risk of catastrophe. Terrorism has long been a tactic, but modern technology allows a few small men with outsized rage to murder innocents on a horrific scale," Obama said before admitting, "I do not bring with me today a definitive solution to the problems of war."

Obama acknowledged the debt he personally owes to those who espoused theories of non-violence and won their own Nobel Peace Prizes for it: "As someone who stands here as a direct consequence of Dr. King’s life’s work, I am living testimony to the moral force of non-violence. I know there is nothing weak -- nothing passive -- nothing naïve -- in the creed and lives of Gandhi and King."

In a striking juxtaposition, though, Obama moved from praising Gandhi and King to defending the fact that he's currently prosecuting two wars.

"As a head of state sworn to protect and defend my nation, I cannot be guided by their examples alone," Obama said. "I face the world as it is, and cannot stand idle in the face of threats to the American people. For make no mistake: evil does exist in the world. A non-violent movement could not have halted Hitler’s armies. Negotiations cannot convince al Qaeda’s leaders to lay down their arms. To say that force is sometimes necessary is not a call to cynicism -- it is a recognition of history; the imperfections of man and the limits of reason."

Your Majesties, Your Royal Highnesses, Distinguished Members of the Norwegian Nobel Committee, citizens of America, and citizens of the world:

I receive this honor with deep gratitude and great humility. It is an award that speaks to our highest aspirations -- that for all the cruelty and hardship of our world, we are not mere prisoners of fate. Our actions matter, and can bend history in the direction of justice.

And yet I would be remiss if I did not acknowledge the considerable controversy that your generous decision has generated. In part, this is because I am at the beginning, and not the end, of my labors on the world stage. Compared to some of the giants of history who have received this prize -- Schweitzer and King; Marshall and Mandela -- my accomplishments are slight. And then there are the men and women around the world who have been jailed and beaten in the pursuit of justice; those who toil in humanitarian organizations to relieve suffering; the unrecognized millions whose quiet acts of courage and compassion inspire even the most hardened of cynics. I cannot argue with those who find these men and women – some known, some obscure to all but those they help – to be far more deserving of this honor than I.

But perhaps the most profound issue surrounding my receipt of this prize is the fact that I am the Commander-in-Chief of a nation in the midst of two wars. One of these wars is winding down. The other is a conflict that America did not seek; one in which we are joined by forty three other countries -- including Norway -- in an effort to defend ourselves and all nations from further attacks. 

Still, we are at war, and I am responsible for the deployment of thousands of young Americans to battle in a distant land. Some will kill. Some will be killed. And so I come here with an acute sense of the cost of armed conflict -- filled with difficult questions about the relationship between war and peace, and our effort to replace one with the other.

These questions are not new. War, in one form or another, appeared with the first man. At the dawn of history, its morality was not questioned; it was simply a fact, like drought or disease -- the manner in which tribes and then civilizations sought power and settled their differences.

Over time, as codes of law sought to control violence within groups, so did philosophers, clerics, and statesmen seek to regulate the destructive power of war. The concept of a “just war” emerged, suggesting that war is justified only when it meets certain preconditions: if it is waged as a last resort or in self-defense; if the forced used is proportional, and if, whenever possible, civilians are spared from violence.

For most of history, this concept of just war was rarely observed. The capacity of human beings to think up new ways to kill one another proved inexhaustible, as did our capacity to exempt from mercy those who look different or pray to a different God. Wars between armies gave way to wars between nations -- total wars in which the distinction between combatant and civilian became blurred. In the span of thirty years, such carnage would twice engulf this continent. And while it is hard to conceive of a cause more just than the defeat of the Third Reich and the Axis powers, World War II was a conflict in which the total number of civilians who died exceeded the number of soldiers who perished.

In the wake of such destruction, and with the advent of the nuclear age, it became clear to victor and vanquished alike that the world needed institutions to prevent another World War. And so, a quarter century after the United States Senate rejected the League of Nations – an idea for which Woodrow Wilson received this Prize -- America led the world in constructing an architecture to keep the peace: a Marshall Plan and a United Nations, mechanisms to govern the waging of war, treaties to protect human rights, prevent genocide, and restrict the most dangerous weapons.

In many ways, these efforts succeeded. Yes, terrible wars have been fought, and atrocities committed. But there has been no Third World War. The Cold War ended with jubilant crowds dismantling a wall. Commerce has stitched much of the world together. Billions have been lifted from poverty. The ideals of liberty, self-determination, equality and the rule of law have haltingly advanced. We are the heirs of the fortitude and foresight of generations past, and it is a legacy for which my own country is rightfully proud.

A decade into a new century, this old architecture is buckling under the weight of new threats. The world may no longer shudder at the prospect of war between two nuclear superpowers, but proliferation may increase the risk of catastrophe. Terrorism has long been a tactic, but modern technology allows a few small men with outsized rage to murder innocents on a horrific scale.

Moreover, wars between nations have increasingly given way to wars within nations. The resurgence of ethnic or sectarian conflicts; the growth of secessionist movements, insurgencies, and failed states; have increasingly trapped civilians in unending chaos. In today’s wars, many more civilians are killed than soldiers; the seeds of future conflict are sewn, economies are wrecked, civil societies torn asunder, refugees amassed, and children scarred.

I do not bring with me today a definitive solution to the problems of war. What I do know is that meeting these challenges will require the same vision, hard work, and persistence of those men and women who acted so boldly decades ago. And it will require us to think in new ways about the notions of just war and the imperatives of a just peace. 

We must begin by acknowledging the hard truth that we will not eradicate violent conflict in our lifetimes. There will be times when nations -- acting individually or in concert -- will find the use of force not only necessary but morally justified.

I make this statement mindful of what Martin Luther King said in this same ceremony years ago -- “Violence never brings permanent peace. It solves no social problem: it merely creates new and more complicated ones.” As someone who stands here as a direct consequence of Dr. King’s life’s work, I am living testimony to the moral force of non-violence. I know there is nothing weak –nothing passive – nothing naïve – in the creed and lives of Gandhi and King.

But as a head of state sworn to protect and defend my nation, I cannot be guided by their examples alone. I face the world as it is, and cannot stand idle in the face of threats to the American people. For make no mistake: evil does exist in the world. A non-violent movement could not have halted Hitler’s armies. Negotiations cannot convince al Qaeda’s leaders to lay down their arms. To say that force is sometimes necessary is not a call to cynicism -- it is a recognition of history; the imperfections of man and the limits of reason.

I raise this point because in many countries there is a deep ambivalence about military action today, no matter the cause. At times, this is joined by a reflexive suspicion of America, the world’s sole military superpower.

Yet the world must remember that it was not simply international institutions – not just treaties and declarations -- that brought stability to a post-World War II world. Whatever mistakes we have made, the plain fact is this: the United States of America has helped underwrite global security for more than six decades with the blood of our citizens and the strength of our arms. The service and sacrifice of our men and women in uniform has promoted peace and prosperity from Germany to Korea, and enabled democracy to take hold in places like the Balkans. We have borne this burden not because we seek to impose our will. We have done so out of enlightened self-interest -- because we seek a better future for our children and grandchildren, and we believe that their lives will be better if other peoples’ children and grandchildren can live in freedom and prosperity.

So yes, the instruments of war do have a role to play in preserving the peace. And yet this truth must coexist with another -- that no matter how justified, war promises human tragedy. The soldier’s courage and sacrifice is full of glory, expressing devotion to country, to cause and to comrades in arms. But war itself is never glorious, and we must never trumpet it as such.

So part of our challenge is reconciling these two seemingly irreconcilable truths -- that war is sometimes necessary, and war is at some level an expression of human feelings. Concretely, we must direct our effort to the task that President Kennedy called for long ago. “Let us focus,” he said, “on a more practical, more attainable peace, based not on a sudden revolution in human nature but on a gradual evolution in human institutions.” 

What might this evolution look like? What might these practical steps be?

To begin with, I believe that all nations -- strong and weak alike -- must adhere to standards that govern the use of force. I -- like any head of state -- reserve the right to act unilaterally if necessary to defend my nation. Nevertheless, I am convinced that adhering to standards strengthens those who do, and isolates -- and weakens -- those who don’t.

The world rallied around America after the 9/11 attacks, and continues to support our efforts in Afghanistan, because of the horror of those senseless attacks and the recognized principle of self-defense. Likewise, the world recognized the need to confront Saddam Hussein when he invaded Kuwait -- a consensus that sent a clear message to all about the cost of aggression.

Furthermore, America cannot insist that others follow the rules of the road if we refuse to follow them ourselves. For when we don’t, our action can appear arbitrary, and undercut the legitimacy of future intervention -- no matter how justified.

This becomes particularly important when the purpose of military action extends beyond self defense or the defense of one nation against an aggressor. More and more, we all confront difficult questions about how to prevent the slaughter of civilians by their own government, or to stop a civil war whose violence and suffering can engulf an entire region.

I believe that force can be justified on humanitarian grounds, as it was in the Balkans, or in other places that have been scarred by war. Inaction tears at our conscience and can lead to more costly intervention later. That is why all responsible nations must embrace the role that militaries with a clear mandate can play to keep the peace.

America’s commitment to global security will never waiver. But in a world in which threats are more diffuse, and missions more complex, America cannot act alone. This is true in Afghanistan. This is true in failed states like Somalia, where terrorism and piracy is joined by famine and human suffering. And sadly, it will continue to be true in unstable regions for years to come.

The leaders and soldiers of NATO countries -- and other friends and allies -- demonstrate this truth through the capacity and courage they have shown in Afghanistan. But in many countries, there is a disconnect between the efforts of those who serve and the ambivalence of the broader public. I understand why war is not popular. But I also know this: the belief that peace is desirable is rarely enough to achieve it. Peace requires responsibility. Peace entails sacrifice. That is why NATO continues to be indispensable. That is why we must strengthen UN and regional peacekeeping, and not leave the task to a few countries. That is why we honor those who return home from peacekeeping and training abroad to Oslo and Rome; to Ottawa and Sydney; to Dhaka and Kigali -- we honor them not as makers of war, but as wagers of peace.

Let me make one final point about the use of force. Even as we make difficult decisions about going to war, we must also think clearly about how we fight it. The Nobel Committee recognized this truth in awarding its first prize for peace to Henry Dunant -- the founder of the Red Cross, and a driving force behind the Geneva Conventions.

Where force is necessary, we have a moral and strategic interest in binding ourselves to certain rules of conduct. And even as we confront a vicious adversary that abides by no rules, I believe that the United States of America must remain a standard bearer in the conduct of war. That is what makes us different from those whom we fight. That is a source of our strength. That is why I prohibited torture. That is why I ordered the prison at Guantanamo Bay closed. And that is why I have reaffirmed America’s commitment to abide by the Geneva Conventions. We lose ourselves when we compromise the very ideals that we fight to defend. And we honor those ideals by upholding them not just when it is easy, but when it is hard.

I have spoken to the questions that must weigh on our minds and our hearts as we choose to wage war. But let me turn now to our effort to avoid such tragic choices, and speak of three ways that we can build a just and lasting peace.

First, in dealing with those nations that break rules and laws, I believe that we must develop alternatives to violence that are tough enough to change behavior -- for if we want a lasting peace, then the words of the international community must mean something. Those regimes that break the rules must be held accountable. Sanctions must exact a real price. Intransigence must be met with increased pressure -- and such pressure exists only when the world stands together as one.

One urgent example is the effort to prevent the spread of nuclear weapons, and to seek a world without them. In the middle of the last century, nations agreed to be bound by a treaty whose bargain is clear: all will have access to peaceful nuclear power; those without nuclear weapons will forsake them; and those with nuclear weapons will work toward disarmament. I am committed to upholding this treaty. It is a centerpiece of my foreign policy. And I am working with President Medvedev to reduce America and Russia’s nuclear stockpiles.

But it is also incumbent upon all of us to insist that nations like Iran and North Korea do not game the system. Those who claim to respect international law cannot avert their eyes when those laws are flouted. Those who care for their own security cannot ignore the danger of an arms race in the Middle East or East Asia. Those who seek peace cannot stand idly by as nations arm themselves for nuclear war.

The same principle applies to those who violate international law by brutalizing their own people. When there is genocide in Darfur; systematic rape in Congo; or repression in Burma – there must be consequences. And the closer we stand together, the less likely we will be faced with the choice between armed intervention and complicity in oppression.

This brings me to a second point -- the nature of the peace that we seek. For peace is not merely the absence of visible conflict. Only a just peace based upon the inherent rights and dignity of every individual can truly be lasting.

It was this insight that drove drafters of the Universal Declaration of Human Rights after the Second World War. In the wake of devastation, they recognized that if human rights are not protected, peace is a hollow promise.

And yet all too often, these words are ignored. In some countries, the failure to uphold human rights is excused by the false suggestion that these are Western principles, foreign to local cultures or stages of a nation’s development. And within America, there has long been a tension between those who describe themselves as realists or idealists -- a tension that suggests a stark choice between the narrow pursuit of interests or an endless campaign to impose our values.

I reject this choice. I believe that peace is unstable where citizens are denied the right to speak freely or worship as they please; choose their own leaders or assemble without fear. Pent up grievances fester, and the suppression of tribal and religious identity can lead to violence. We also know that the opposite is true. Only when Europe became free did it finally find peace. America has never fought a war against a democracy, and our closest friends are governments that protect the rights of their citizens. No matter how callously defined, neither America’s interests -- nor the world’s -- are served by the denial of human aspirations.

So even as we respect the unique culture and traditions of different countries, America will always be a voice for those aspirations that are universal. We will bear witness to the quiet dignity of reformers like Aung Sang Suu Kyi; to the bravery of Zimbabweans who cast their ballots in the face of beatings; to the hundreds of thousands who have marched silently through the streets of Iran. It is telling that the leaders of these governments fear the aspirations of their own people more than the power of any other nation. And it is the responsibility of all free people and free nations to make clear to these movements that hope and history are on their side

Let me also say this: the promotion of human rights cannot be about exhortation alone. At times, it must be coupled with painstaking diplomacy. I know that engagement with repressive regimes lacks the satisfying purity of indignation. But I also know that sanctions without outreach – and condemnation without discussion -- can carry forward a crippling status quo. No repressive regime can move down a new path unless it has the choice of an open door.

In light of the Cultural Revolution’s horrors, Nixon’s meeting with Mao appeared inexcusable – and yet it surely helped set China on a path where millions of its citizens have been lifted from poverty, and connected to open societies. Pope John Paul’s engagement with Poland created space not just for the Catholic Church, but for labor leaders like Lech Walesa. Ronald Reagan’s efforts on arms control and embrace of perestroika not only improved relations with the Soviet Union, but empowered dissidents throughout Eastern Europe. There is no simple formula here. But we must try as best we can to balance isolation and engagement; pressure and incentives, so that human rights and dignity are advanced over time.

Third, a just peace includes not only civil and political rights -- it must encompass economic security and opportunity. For true peace is not just freedom from fear, but freedom from want.

It is undoubtedly true that development rarely takes root without security; it is also true that security does not exist where human beings do not have access to enough food, or clean water, or the medicine they need to survive. It does not exist where children cannot aspire to a decent education or a job that supports a family. The absence of hope can rot a society from within.

And that is why helping farmers feed their own people -- or nations educate their children and care for the sick -- is not mere charity. It is also why the world must come together to confront climate change. There is little scientific dispute that if we do nothing, we will face more drought, famine and mass displacement that will fuel more conflict for decades. For this reason, it is not merely scientists and activists who call for swift and forceful action -- it is military leaders in my country and others who understand that our common security hangs in the balance.

Agreements among nations. Strong institutions. Support for human rights. Investments in development. All of these are vital ingredients in bringing about the evolution that President Kennedy spoke about. And yet, I do not believe that we will have the will, or the staying power, to complete this work without something more -- and that is the continued expansion of our moral imagination; an insistence that there is something irreducible that we all share.

As the world grows smaller, you might think it would be easier for human beings to recognize how similar we are; to understand that we all basically want the same things; that we all hope for the chance to live out our lives with some measure of happiness and fulfillment for ourselves and our families.

And yet, given the dizzying pace of globalization, and the cultural leveling of modernity, it should come as no surprise that people fear the loss of what they cherish about their particular identities – their race, their tribe, and perhaps most powerfully their religion. In some places, this fear has led to conflict. At times, it even feels like we are moving backwards. We see it in Middle East, as the conflict between Arabs and Jews seems to harden. We see it in nations that are torn asunder by tribal lines.

Most dangerously, we see it in the way that religion is used to justify the murder of innocents by those who have distorted and defiled the great religion of Islam, and who attacked my country from Afghanistan. These extremists are not the first to kill in the name of God; the cruelties of the Crusades are amply recorded. But they remind us that no Holy War can ever be a just war. For if you truly believe that you are carrying out divine will, then there is no need for restraint – no need to spare the pregnant mother, or the medic, or even a person of one’s own faith. Such a warped view of religion is not just incompatible with the concept of peace, but the purpose of faith – for the one rule that lies at the heart of every major religion is that we do unto others as we would have them do unto us.

Adhering to this law of love has always been the core struggle of human nature. We are fallible. We make mistakes, and fall victim to the temptations of pride, and power, and sometimes evil. Even those of us with the best intentions will at times fail to right the wrongs before us.

But we do not have to think that human nature is perfect for us to still believe that the human condition can be perfected. We do not have to live in an idealized world to still reach for those ideals that will make it a better place. The non-violence practiced by men like Gandhi and King may not have been practical or possible in every circumstance, but the love that they preached -- their faith in human progress -- must always be the North Star that guides us on our journey.

For if we lose that faith -- if we dismiss it as silly or naïve; if we divorce it from the decisions that we make on issues of war and peace -- then we lose what is best about humanity. We lose our sense of possibility. We lose our moral compass.

Like generations have before us, we must reject that future. As Dr. King said at this occasion so many years ago, “I refuse to accept despair as the final response to the ambiguities of history. I refuse to accept the idea that the ‘isness’ of man’s present nature makes him morally incapable of reaching up for the eternal ‘oughtness’ that forever confronts him.”

So let us reach for the world that ought to be -- that spark of the divine that still stirs within each of our souls. Somewhere today, in the here and now, a soldier sees he’s outgunned but stands firm to keep the peace. Somewhere today, in this world, a young protestor awaits the brutality of her government, but has the courage to march on. Somewhere today, a mother facing punishing poverty still takes the time to teach her child, who believes that a cruel world still has a place for his dreams.

Let us live by their example. We can acknowledge that oppression will always be with us, and still strive for justice. We can admit the intractability of depravation, and still strive for dignity. We can understand that there will be war, and still strive for peace. We can do that -- for that is the story of human progress; that is the hope of all the world; and at this moment of challenge, that must be our work here on Earth.
