Yet another new talk show premieres. Howie Mandel (check local times, syndicated) is the host of a daytime chat-variety series in the mode of "Rosie O'Donnell." Biography (8 p.m. EDT/9 PDT, A&E) continues its "1950s week" with a new episode on Donna Reed. Raymond ducks out of a baby shower to take part in a Civil War reenactment on a rerun of Everybody Loves Raymond (8:30 p.m., CBS). Ally McBeal (9 p.m., Fox) reruns the episode where she's pursued by a man she finds unattractive. On a rerun of Buffy the Vampire Slayer (9 p.m., WB), Buffy goes on a date with a cute guy (this is a pre-Angel episode) but vampire slaying interferes. Veronica's Closet (9:30 p.m., NBC) reruns one of the funnier episodes from last season, the Christmas show, which manages to combine spoofs of the Sing It Yourself Messiah and Farrah Fawcett's nude body painting video. Dateline NBC (10 p.m., NBC) has a report on a smuggling ring that brought hearing-impaired Mexicans into the U.S., then exploited them as slave laborers. Dr. Katz: Therapist (10 p.m., Comedy Central) begins its fifth season. Denis Leary guests. The new animated sitcom Bob and Margaret (10:30 p.m., Comedy Central) premieres. This British-Canadian series (based on Alison Snowden and David Fine's 1995 Academy Award-winning short film "Bob's Birthday") is about a middle-aged London couple (he's a dentist, she's a podiatrist) who lead very normal lives, sometimes.
